In the Republic of Korea, foreign nationals are allowed to drive only if they hold an International Driving Permit (IDP) issued by a country that is a contracting party to the Geneva Convention (1949) or the Vienna Convention (1968).

대한민국에서는 외국인이 제네바 협약(1949) 또는 비엔나 협약(1968) 가입국에서 발급한 국제운전면허증(IDP)을 소지한 경우에만 합법적으로 운전할 수 있습니다. 

Taiwan and Vietnam are not parties to the Geneva Convention (1968 International Driving Permit Convention).
However, both countries have signed separate driving-related agreements or bilateral arrangements with South Korea, so driving is permitted.  *International Driving Permit (IDP)

대만(Taiwan)과 베트남(Vietnam)은 제네바 협약(1968년 국제운전면허 관련 공약) 가입국이 아닙니다.

하지만 두 나라는 한국과 별도의 운전 관련 협약이나 양자 약정을 체결했기 때문에, 운전이 가능합니다.
